I am directed to inform you that it has been brought to the notice of His Excellency the Covernor that you have undertaken duties in connection with the extradition of fugitive offenders from China and more particularly in connection with that of the criminel Tseng Shenɛ.
I am to remind you that such matters do not concern one who by the courtesy of this Covernment is permitted to occupy a purely commercial position in the Colony in connection with the Chinese Telegraph Administration and I am to warn you that this Government will not permit your interference in public matters not connected with that administration.
